The way I do it: On my 'gaming' xbox I join the game on my server. Then on my server I designate my player as admin. Re-join my player to the server. On my controller hit menu, holding LB+RB hit X+Y to bring up the dialog box. I've always had to type in 'admincheat' then the command.
